MoBSE’s policy commits to basic education being open to all, regardless of gender, age, religion or disability, with learning focused on the holistic development of every learner.
At Lower Basic level, policy emphasis includes literacy, numeracy, life and livelihood skills. The sector aims to sustain universal access, reduce household cost barriers and strengthen school-improvement support.
