Government acknowledges the importance of the early years for children’s holistic development and commits to a more active role in the provision of Early Childhood Development facilities and services, especially where services are not available.
The policy supports universal access to ECD services, community-based and annexed centres, monitoring of private centres, minimum standards, school-readiness measures and stronger partnerships with communities, civil society and other agencies.
MoBSE also commits to strengthening ECD learning standards, parenting programmes and teacher-training opportunities.
