Why earlier editions remain published

Earlier editions are kept so that decisions, statistics and guidance can be traced to the document that was in force at the time. Where a newer edition exists it is linked from the record. Every document listed here is also available in its own collection — statistical yearbooks under Statistical yearbooks, summary reports under Education Statistics Summary Reports, and so on.
